Delivering All Offers

Question: Must real estate brokers deliver all offers?

Answer: In the general case, brokers must submit all written offers. However, there may be circumstances where a listing broker is directed in writing by an employing owner to summarily reject bids below a certain amount or bids with particular clauses.

In some jurisdictions, perhaps most, state rules require brokers to present all written offers, regardless of owner instructions.

While a broker may be required to present a written offer, however, there is no obligation for a seller to accept an offer or make a counter-proposal.
