There needs to be a difference between the opinion of a "professional" home inspector and someone who simply "knows" about construction (or perhaps doesn't).
What professionals should know, what the public should expect, and a liability for errors can be part of a state licensure requirement for home inspectors.
I think you're right, licensure for home inspectors is needed to protect the public interest.
