You write that, "When did a competitor set the value of another's service?"

In the case of listing brokers, I think what we're looking at is a result rather than an intention.

I don't believe listing brokers especially want to set fees for buyer reps, but that is one result of the current system.

Given a choice, I suspect thoughtful listing brokers would be elated to never be involved with buyer brokerage fees.
