I'm not sure that inspections can be required, because then we would get to the question of inspections by whom. Not all states license inspectors, and in some cases the buyer may be a construction professional with sufficient experience to examine a home.
The alternative is this: An appraisal is not a home inspection. Appraisers should not be required to give consumers paperwork that sure looks like a home inspection.
