Because the FLA rule is ludicruous, and likely is kept in place by neanderthal big-brokers who dont like change. What is the penalty for accepting an advanced fee? What is the written definition of a fee? Sure sounds like they are trying to exert unnecessary control over how you make a living. Were I working in FLA, I'd be the stubborn one to take this to the public legal system and let it be tested in a real court.
