Unethical use of Keywords and meta tags

The problem with improper use of "Keywords" is that it will covertly mislead, and misdirect the public from one search to another set of results.
If realty company "ABC" uses the keyword ABC in its Meta tags or description, chances are it will index at some point on some search engine on a search, and their web marketing efforts will be beneficial to their business.
However, if the same company ABC realty uses the keyword: ABC, "XYX," "XWY realty," both will have an opportunity to show up. However ABC realty will be found when you type in ABC or XYZ on a search engine query search. ABC realty only has the right to do the term "ABC realty" and has no right to use the name of the competitor, especially when it is a stealth attempt to steal web viewers by using the competitions name to "entice" viewers, and business away from them.
The problem with XYZ Realty showing up is that the consumer typing the keywords "XYZ Realty" has been mislead and ended up on ABC Realty's web page. The consumer does not know why this happened from the visible page he/she is viewing, but result was from the html Meta tag / description on the html (view source) page.
Such behavior is unethical, deceptive, and may violate improper use of a copyrighted trade name, and that is a violation of law. Persons doing this should be prosecuted by competing firms whose trademarked name, and the use of that trade name has been infringed upon, by persons that have no right for use of that name.
