I attended an "open house". The agent holding the "open house" was NOT the seller's listing agent (he was from another company)? He greeted us and others with printouts of other houses for sale. We tried to make an offer on the "open house" BUT he deterred us from doing so. He claimed he had no paperwork with him to make an offer and he kept walking away from us to hand-out his listings of other houses for sale.
