Can You Share Commission with Buyer? Not In OKLA

This article mentioned: "I charge a set fee regardless of the co-broker fee, and if it is higher, I credit the buyer back the difference. If it is lower, my clients pay the difference." However, this is a problem in states that do not allow paying part of a commission to an unlicensed person. If the buyer broker fee received from the seller were more than what the buyer agreed to pay, then it would be hard to get the extra money to the buyer by directly giving it to the buyer. How are brokers doing this in states that have such laws? Any ideas?
