I wrote to Cuomo/HUD as long as two years ago that this idea about appraisers acting as inspectors was a bomb that would blow up in HUD's face. No response. Not only are appraisers unqualified to give a property an "all clear," a large percentage of inspectors are almost as unqualified. My livelihood consists of screening inspectors, teaching inspections and related real estate activities (at a university), and my first warning to the consumer is that barbers have to meet higher and tougher standards than inspectors, agents, etc. It's too bad the expenses that this fiasco will cause won't come directly from Cuomo's pocket.
