General Description Highlands Ranch is a 22,000-acre master-planned community in Douglas County, Colorado. It is located twelve miles south of Denver along C-470 and approximately one mile west of Interstate 25 (I-25). The Highlands Ranch Development Plan, approved by Douglas County in 1979, laid the foundation for the innovative development of a community with a wide variety of housing opportunities designed to meet the needs of a broad range of new homebuyers. The master plan calls for 61 percent of the land to be devoted to non-urban uses including open space and recreation, 31 percent to residential uses, and 8 percent to business properties. Highlands Ranch currently ranks as one of the top 20 master-planned communities in the country. History The land upon which the community of Highlands Ranch is being developed was part of the Louisiana Purchase in 1803. Homesteaders staked out claims in the area, which were consolidated into one holding of 23,000 acres by the turn of the century. Highlands Ranch was owned by Lawrence Phipps, Jr. between 1937 and 1976, and in 1979 was purchased by Mission Viejo Company. The first homes were offered for sale in July 1981, and in September 1981 the first residents moved into Highlands Ranch. In August 1997, J.F. Shea Co., parent company of Shea Homes, purchased the community of Highlands Ranch, along with its sister communities, Mission Viejo and Aliso Viejo in California. Population and Projected Completion As of February, 2008, the population was approximately 93,352 residents living in nearly 28,997 homes and 3,289 apartments. Estimated build-out of the community is anticipated after the year 2020. Upon completion, the community is expected to have a population of approximately 100,000 residents occupying 36,700 homes. Local Government Highlands Ranch is an unincorporated area under the jurisdiction of Douglas County. Highlands Ranch Metropolitan District (HRMD) was formed to provide municipal services including water and sewage treatment, arterial highway construction, arterial landscaping and maintenance, and parks and trails development and maintenance. A seven-member board of directors represents the citizens and provides these municipal services. While the General Description Douglas County Sheriff's Office provides law enforcement to Highlands Ranch, the Metro District has established fire and emergency services through an intergovernmental agreement with the City of Littleton. There are three fire stations serving Highlands Ranch, two of which are located in the community. All homes are served by an enhanced 911 emergency phone system. A five-member board of directors and a community manager govern the Highlands Ranch Community Association (HRCA), which operates and maintains the community recreation centers, a portion of the Backcountry Wilderness Area and provides architectural control, covenant enforcement, community events, and recreation programs. All residential property owners are HRCA members. Parks, Recreation, Open Space and Trails The Metro District designs, plans, manages, and maintains an impressive network of outdoor recreation amenities in Highlands Ranch. This includes more than 70 miles of paved and natural trails that connect neighborhoods, 22 parks, and more than 2,100 acres of natural open space areas throughout Highlands Ranch. The parks offer a variety of recreation opportunities. Civic Green Park in Town Center features a shaded amphitheatre for performances, creeks, stream sided pools, and fountains, as well as The Big Book Cove, a planned children's play area near the Highlands Ranch Library. Three large community parks, Falcon, Northridge, and Redstone, feature athletic fields, picnic areas, and playgrounds. Additionally, the neighborhood parks offer sports fields, play areas, and picnic facilities. Specialized recreation amenities in the park include four dog off-leash areas, a 20,000-square-foot skate park, three community gardens, the nationally recognized Redstone Park Tennis Center which is open to the public, Slammer's Batting Range, and Tanks Park, which features an in-line hockey rink and skate park atop twin three million gallon water storage tanks.
