Also new signs of cosmetic cement filling are visible. How can you tell if new problems have occurred? Answer: You have to know what you're buying -- or not buying. Require that an inspection by a qualified engineer of your choice must be satisfactory to you as a condition of any offer. If the report is not "satisfactory" to you then the offer is finished and you deposit must be returned in full. A broker, attorney or legal clinic can provide proper language.
